I have a dream

Two unrealistic (realistic hopefully in the future) proposals:

1. Change the constitution to require the president to balance the budget as most states do.

2. Allow the voters to assign a % to each category of the budget. Also, the ones who pay no Federal income tax cannot vote on this. Representation without taxation is worse than taxation without representation.
