Using Mass. for a model for medical delivery?

What works in Mass. may not work in most other states. Mass. is a richer state than most others. When you're below a specific income level, you're eligible for free medical care excluding dental care (children are included though). 

Mass. is rich for a number of reasons such as MIT and Harvard that give rise to many new corporations. However, it will not be long if we give anything away. Our welfare and entitlements such as unemployment benefits are far better than the average. The current debate is on accepting the S. America refugees to receive a hefty sum for families taking them.
