Mexico - US should be good partners as the US can use a lot of cheap labor plus the close proximity.
So is China - US.

Mexico - China should not be good partners as they manufacture similar products using low-wage labor. However, China is moving up the value chain.

If Mexico with no tariff and cheaper transportation cannot compete with China in the labor-extensive products, they really have some problems.
