Corruption is a by-product of progress. Seems strange? But it is the reality. President Xi has done a great and courageous task on corruption. I do not expect that it will be done in our generation but it did started last year. The corruption is so extensive and it also common up to the top levels.
If you think China is corrupt, then India is many times more. In addition, India is so mal governed that it could not copy a successful model from China. Lifting millions from poverty (i.e. starving) is no small task.
Vietnam is following China and it is as corrupt as China 30 years ago. Communism is less corrupted as most citizens are all starving. Even the US is corrupted with its own characteristics from today's election to getting favor from the losers when one party takes over.
